Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned order passed by the second respondent dated NIL vide his proceedings NIL and quash the same as illegal and violative principles of natural justice and consequently direct the respondents to grant permission to conduct Aadal Paadal programme during Vaigasi holy car festival scheduled to be held on 25.05.2022 at about 7.00 P.M. To be conducted at the Arulmigu Sunthandi Amman Temple, D.Poruvai, Marungapuri Taluk, Trichy District.

O R D E R
This writ petition has been filed for issuance of a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned order passed by the second respondent dated NIL vide his proceedings NIL and quash the same as illegal and violative principles of natural justice and consequently direct the respondents to grant permission to conduct Aadal Paadal programme during Vaigasi holy car festival scheduled to be held on 25.05.2022 at about 7.00 P.M. To be conducted at the Arulmigu Sunthandi Amman Temple, D.Poruvai, Marungapuri Taluk, Trichy District. 2.Heard the learned counsel on either side.
3.The petitioner has sent a representation on 16.05.2022 and the respondent police has passed the rejection order in one line without giving any reason for rejection and only he has stated that https://hcservices.ecourts.gov.in/hcservices/ 1/2
W.P.(MD) No.10470 of 2022 the representation is rejected. This is the way, the respondent police is responding to the public, those who have approaching the Police Department. Therefore, this attitude of the respondent police is highly deprecated.
4.Since no reason has been given for passing the rejection order, the order passed by the second respondent is set aside and the Sub-Inspector of Police, Valanadu Police Station, Valanadu, Marungapuri Taluk, Trichy District is directed to grant permission to the petitioner with reasonable restrictions and in case of any necessity, send two police men to the place, where the event is said to take place on 25.05.2022.
5.With the above directions, this Writ Petition is allowed. No costs.
6.The first respondent is directed to take action against the second respondent, who has passed the non-speaking order and file a report before this Court on 26.05.2022.
