O R D E R
This writ petition has been filed for a writ of Certiorarified Mandamus to quash the impugned order passed by the second respondent in his proceedings No. Nil, dated 24.05.2022 and consequently directing the respondents herein to grant permission for conducting on 31.05.2022 Aadalum Padalum at Jathigoundenpatti, Thoppampatti, Athoor Taluk, Dindigul District on the eve of Sri Kaliamman, Sri Muthallamman.
2. Heard the learned counsel on either side.
3. The petitioner has sent a representation on 23.05.2022 and the respondent police has also received the representation and passed rejection order on 24.05.2022. Since the second respondent https://hcservices.ecourts.gov.in/hcservices/ 1/2
W.P (MD).No.10526 of 2022 without application of mind has passed the rejection order and without giving any particulars or statistics prevailing in the said place/villages, the said rejection order is unwarranted.
4. The rejection order passed by the second respondent, dated 24.05.2022 is not reasonable and acceptable. Therefore, the rejection order passed by the second respondent is set aside. The second respondent is directed to grant permission to the petitioner to conduct cultural program with reasonable restrictions. The reasonable restrictions could be imposed by the second respondent. Since the second respondent did not pass reasoned order, the second respondent is directed to appear before this Court on 26.05.2022.
5. With the above direction, the writ petition stands allowed. No costs.
