2.It is seen that the subject matter of W.P(MD)No.15964 of 2023 pertains to the year 1998 and in W.P(MD)No.15965 of 2023 the cause of action arose in the year 2016. All that the writ petitioner is said to have done was to give "No Objection Certificate" to enable the assignee / beneficiary to construct a house. Charge memos in this regard were issued virtually a day prior to the writ petitioner's date of retirement. Considering the long delay in issuing the charge memos, we are of the view that the learned single Judge has rightly interfered in favour of the writ petitioner. Interference with the said order is not warranted. 3/5
