PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the respondents to grant permission to conduct the MANJU VIRATTU on 04.05.2023 at Sri Manathai Muthalamman Temple situated at Kottampatty, Melur Taluk, Madurai District by considering the petitioners representation dated 13.04.2023.

O R D E R
[Order of the Court was made by R.SUBRAMANIAN, J.] The prayer in this writ petition reads as follows: "For the reasons stated in the accompanying affidavit, It is therefore prayed that this Hon'ble Court may be pleased to issue a WRIT OF MANDAMUS, order or direction in the nature of writ, directing the respondents to grant permission to conduct the MANJU VIRATTU on 04.05.2023 at Sri Manathai Muthalamman Temple situated at Kottampatty, Melur Taluk, Madurai District by considering the petitioners representation dated 13.04.2023."
2. Though the learned Government Pleader appearing for the respondents would submit that the permission as sought for by the petitioner
cannot be granted since it is not a notified village under the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017.
3. A Learned Single Judge of this Court had granted such permission for conduct of Manju Virattu in the very same village on 29.04.2022. In view of the same, we do not think that we can deny permission for conduct of Manju Virattu this year. We therefore direct the 2nd respondent to grant permission. The authorities are at liberty to impose the usual conditions which are imposed while granting such permission and the entire duration of the program shall not be for more than two hours.
