Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the respondents No.1 and 2 to take action and dispose of petitioner complaint dated 02.09.2025 against the 3rd respondent within a time frame to be stipulated by this Honourable court and pass such other or further orders as this Honble Court may deem fit and proper in the circumstances of this case and thus render justice.

ORDER

The relief sought for in the writ petition is to direct the respondents 1 and 2 to dispose of the petitioner's complaint dated 02.09.2025 against the 3rd respondent.

2. Heard Mr.B.Arun, learned counsel appearing for the petitioner and Mr.V.Ramesh, learned Standing Counsel, who takes notice on behalf of the respondents 1 and 2.

3. In view of the nature relief that is granted, the writ petition is disposed of at the admission stage without notice to the 3rd respondent. It is made clear that this Court is not expressing any opinion on the merits of the issue. It will be open for the parties to make their respective contentions before the respondents 1 and 2.

4. According to the petitioner, he has made a complaint before the respondents 1 and 2 on 02.09.2025, with reference to issuance of Life Certificate. It is the contention of the petitioner that he never appeared

before the 3rd respondent and without examining him, the Life Certificate has been granted by the 3rd respondent.

5. When the matter came up for hearing, the learned Standing Counsel appearing on behalf of respondents 1 and 2 would submit that the complaint of the petitioner dated 02.09.2025 would be considered if four months time is granted.

6. In view thereof, the writ petition stands disposed of with a direction to respondents 1 and 2 to take up the complaint of the petitioner dated 02.09.2025 for enquiry and after giving due opportunity to the petitioner as well as the 3rd respondent and hearing them, dispose of the same in accordance with law within a period of four months from the date of receipt of a web copy of this order, without waiting for the certified copy of the order. No costs.
