PRAYER (in W.P.(MD) No.9520 of 2023): Petition filed under Article 226 of the Constitution of India, to issue a writ of mandamus directing the respondents herein to grant permission and give police protection to conduct the programs like "Aadal Padal Programme" on 23.04.2023 and 25.04.2023 at 07.00 p.m. in pursuance to the festival of "Arulmighu Sri Muthu Mariyamman Thirukovil", situated in Pappamanai Village, Vadakadu Post, Alangudi Taluk, Pudukkottai District, by considering the petitioner's representation dated 17.04.2023.

Mr.P.Thilakkumar (in both W.Ps.) Government Pleader C O M M O N O R D E R [Order of the Court was made by R.SUBRAMANIAN, J.] Mr.P.Thilakkumar, learned Government Pleader, takes notice for the respondents.
2. Both the writ petitions relate to the same village, wherein permission is sought for conducting cultural programs on the eve of temple festival on 22.04.2023, 23.04.2023 and 25.04.2023.
3. Learned Government Pleader appearing for the respondents would submit considering the past history, where due to the skirmishes that occurred during such aadal paadal programmes, at least three murders have taken place in the area in question, the Police are cautious about granting permission for such programmes.
4. Learned counsel for the petitioner would submit that no such problem had arisen in the village, where permission is sought for. He would also state that such cultural programs have been conducted for year-on-year for over 2 decades.
5. Considering the same, we deem it fit to direct the Police Authorities, namely, the respondents herein to grant permission for conduct of cultural programs between 07.00 p.m. and 09.00 p.m. on 22, 23 & 25.04.2023, subject to other usual conditions. The orders stipulating the
conditions shall be issued by this evening. The learned Government Pleader appearing for the respondents is directed to inform the authorities concerned accordingly.
6. The writ petitions are disposed of with the above directions. No costs.
