Heard both sides.

2. The petitioner suffered an adverse order at the hands of the second respondent on 02.09.2022. Questioning the same, the petitioner filed an appeal before the second respondent.

3. All that the petitioner wants is disposal. The first respondent is directed to dispose of the petition mentioned appeal on merits and in accordance with law and pass final order within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The first respondent should hear the fifth respondent before passing the final order.
