Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the 2nd respondent to consider the petitioner's representation dated 04.03.2015 and the reminder dated 09.05.2015 seeking for issuance of 'No Objection Certificate' for starting M.Ed. Course in their college and pass necessary orders thereon on merits and in accordance with law within the period that may be stipulated by this Hon'ble Court. O R D E R

This writ petition has been filed by the Principal, M/s.Thiagaraja College of Preceptors, Teppakulam West Bank Road, Teppakulam, seeking limited prayer, directing the second respondent/The Registrar, Tamil Nadu Teachers Education University, Chennai, to consider the petitioner's representation, dated 04.03.2015, followed by the reminder, dated 09.05.2015, seeking for issuance of 'No Objection Certificate' for starting M.Ed. course in their college and pass necessary orders thereon on merits and in accordance with law.

2. Heard Mr.M.E.Ilango, learned Counsel appearing for the petitioner and Mr.R.Karthikeyan, learned Additional Government Pleader takes notice for the respondents.

3. The petitioner is an Aided Private College offering B.Ed. course and is having both aided as well as self financing stream with the strength of 200. While so, the first respondent called for application for starting M.Ed. course for the academic year 2016-2017. The petitioner immediately applied in person with the second respondent as early as on https://hcservices.ecourts.gov.in/hcservices/

04.03.2015 for issuance of 'No Objection Certificate' as mandated by the first respondent. The second respondent has to grant 'No Objection Certificate' after scrutinizing its credibility, but till date no sign of response has come from the second respondent. As the petitioner has already sent the application on 04.03.2015, without going into the merits of the application, this Court, considering the limited prayer, directs the second respondent to consider the application dated 04.03.2015 and pass appropriate orders on merits and in accordance with law, on or before 28.05.2015, as the last date for submitting an application through online fixed as on 31.05.2015.

4.With the above direction, this Writ Petition is disposed of. No costs. Consequently, connected miscellaneous petition is closed.
