This petition is filed to condone the delay of 170 days in filing the above Writ Appeal.

2.Heard Mr.G.Ashok, learned Additional Government Pleader appearing for the petitioners and Mr.T.Cibi Chakraborthy, learned counsel, who entered as caveator for the respondent.
