2. The petitioner has to necessarily move the competent authority to question the order passed in favour of the private respondents herein. Filing writ of mandamus is not appropriate.
3. Leaving open the petitioner's other rights and remedies, this writ petition stands disposed of. The period spent in prosecuting the writ petition shall be excluded. No costs.
