Heard the learned counsel on either side.

2. The case of the writ petitioner is that two plots earmarked for the future needs of Adi Dravidar residential layout in Panaiyur Village had been illegally allotted in favour of the private respondents. The petitioner admittedly is not an allottee in the very same lay out. He is from the adjacent locality.

3. The writ petitioner's personal rights are not at stake. From a reading of the averments made in this writ petition, it appears to be a case of public interest litigation. Therefore, the Hon'ble Division Bench alone can consider the 2/4
