The petitioner filed this writ petition praying for issuance of a writ of mandamus to direct the respondents to grant permission and provide adequate protection to conduct memorial tribute scheduled to be held on 11.09.2020 at 10.00 a.m to 1.00 p.m as part of annual memorial tribute of Thiyagi Immanuvel Sekaran at Paramakudi, Ramanathapuram District, based on the representation dated 07.09.2020.
