Heard the learned counsel on either side. With the consent of the learned counsel on either side, the main writ petition is taken up for final disposal at the admission stage itself. 2.All that the petitioner wants is directing the second respondent to process the petition mentioned application. 3.No exception can be taken to the said request. The second respondent is directed to process the petitioner's application as per law. I make it clear that I have not gone into the merits of the matter. It is for the second respondent to take action as he deems fit as per law. The only direction, I am now giving is that the second respondent should not sit over the petitioner's application or keep it pending. If the application is in order, he will forward it to the first respondent.

If the application is not in order, he will return it to the petitioner herein. If further steps have to be taken at his end, the same will be taken. Beyond this, I have not given any other direction. 4.The writ petition is disposed of accordingly. No costs.
