PRAYER : Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus, to call for the records relating to the impugned proceedings of the first respondent in O.Mu.No..5067/A2/2017 dated 27.11.217 and the impugned proceedings in O.Mu.No.104/A2/2018 dated 08.01.2018 and quash the same as illegal and consequently to direct the first respondent to grant approval for the leave on loss of pay, availed by the petitioner between 12.11.217 and 19.03.218 without insisting for an NOC from the State within the time that may be stipulated by this Court.
