The order of punishment issued in impugned G.O.(Valayum) 2670 dated 25.06.1996 confirming the order of punishment issued by the Original Authorities is under challenge in the present Writ Petition.

2. The perusal of the order impugned dated 25.06.1996 reveals that the petitioner was imposed with the punishment by the Original Disciplinary authority and he preferred an appeal. Thereafter reviewed and the Government issued an order of rejection rejecting the Review Petition. The petitioner has not challenged the original order of punishment. The petitioner challenged the appellate order issued by the Government dated 25.06.1996. However, the Writ Petition itself was filed on 22.01.2019 after a lapse of about 23 years from the date of passing of the orders.
