[Order of the Court was made by T.S.SIVAGNANAM,J.] Heard Mr.R.Manoharan, learned counsel appearing for the petitioner and Mr.R.Baskaran, learned Standing Counsel appearing for the respondents.
2.The petitioner seeks for a direction upon the respondents to appoint members from Gurumba Goundar Community to the Goat Board, by considering his representation.
3.It is not clear as to what is the Constitution of the Board as to how the Chairman and other members are appointed and if it is a Board created by the Government and appointments are being made by the Government without any specific Act in force, then the Court cannot issue any positive direction to the respondents to appoint a class of members from a particular community. W.P.(MD).No.12583 of 2021 specific purposes, is to facilitate the development of the concerned activities for which the Board is created. If the Government is of the view that a Goat Board has to be constituted, it goes without saying that it should consist of members, who are aware about rearing of goats and other related matters.
4.Therefore, we cannot issue any positive direction to the respondents, but we can make an observation that in the event of Goat Board is constituted, proper persons with adequate knowledge in the particular field should be chosen and appointed. 5.With the above observations, the writ petition stands disposed of. No costs.
