Heard the learned counsel on either side. By consent of both parties, this writ petition is taken up for final disposal at the admission stage itself.

2.All that the petitioner wants is disposal of the petition mentioned representation. The learned Government Advocate appearing for the respondents states that the first respondent will dispose of the petition mentioned representation within a period of twelve weeks from the date of receipt of a copy of this order. 3.Recording the said submission of the learned Government Advocate, I direct the first respondent to dispose of the petition mentioned representation on merits and in accordance with law within the period stipulated above. I make it clear that I have not gone into the merits of the matter. It is entirely for the first respondent to pass orders one way or the other. There may be objectors and other stakeholders. All of them will have to be put on notice.
