ORDER
This Writ Petition has been filed by the petitioner to direct the respondent to grant permission and provide police protection for conducting General Council Meeting regarding 8th State Murugan Devottes Conference on 24.04.2025 at about 5.00 p.m in Karaikudi, Sivagangai District by considering the petitioner's representation dated 09.04.2025.

The learned counsel appearing for the petitioner would submit that the petitioner is the General Secretary of Hindu Munani Party in Sivagangai District and they have decided to conduct General Council Meeting regarding 8th State Murugan Devottes Conference on 24.04.2025. Already the petitioner sought for permission through a representation dated 07.04.2025. Thereafter, they sent a representation dated 09.04.2025, but the same has not been considered. However, after filing of this petition, they rejected the representation stating that the place selected by the petitioner is a heavy traffic area and it will cause traffic congestion to the public, thereby declined to grant permission. However last week they permitted a political party to conduct meeting in 2/6
that area. Now without any valid reason rejected to grant permission. Therefore the petitioner may be permitted to conduct meeting on 24.04.2025.

The learned Government Advocate appearing for the respondent would submit that the petitioner has sent a representation dated 09.04.2025 for conduct of meeting on 24.04.2025 at about 5.00 p.m in Karaikudi, Sivagangai District and the same was considered by the respondent police and rejected stating that the said area is busy area and if the petitioner is permitted to conduct meeting it will cause traffic congestion to the public, therefore rejected the request. However they have no objection to conduct of meeting either at NGO colony ground or Pandian Nagar.
4. Heard both sides and perused the materials available on record.
5. According to the petitioner they decided to conduct meeting on 24.04.2025 regarding 8th State Murugan Devotees Conference to be held in Madurai on 22.06.2025. While so they sought for permission from the 3/6
respondent but the same was rejected on the ground of inconvenience to the public. However the respondent have no objection to conduct meeting either in the NGO colony or Pandian Nagar.

Considering the reasons stated by the respondent that the Five Lamp areas is a very traffic area and it will cause great hardship to the public, this Court directs the respondent to grant permission to the petitioner to conduct General Council Meeting on 24.04.2025 at Pandian Nagar, Karaikudi by imposing some conditions.
7. With the above direction, the Writ Petition stands disposed of. No costs.
