PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, to direct the respondents herein to grant permission to the petitioner for conducting the Vadamadu Manjuvirattu event on 14.05.2023 as part of the festival in Arulmigu Usilavadi Karuppar Temple at Thalakkavur Village, Sivagangai District based on his representation dated 20.04.2023. [Order of the Court was made by R.SUBRAMANIAN, J.] Mr.P.Thilakkumar, learned Government Pleader, takes notice for the respondents.
2. With the consent of both sides, this writ petition is taken up for final hearing at the admission stage itself.
3. Prayer in this writ petition reads as follows:- "For the reasons stated in the accompanying affidavit it is therefore prayed that this Hon'ble Court may be pleased to issue a WRIT OF MANDAMUS or order or direction in the nature of writ
directing the respondents herein to grant permission to the petitioner for conducting the Vadamadu Manjuvirattu event on 14.05.2023 as part of the festival in Arulmigu Usilavadi Karuppar Temple at Thalakkavur Village, Sivagangai District based on his representation dated 20.04.2023."
4. There will be a direction to the respondents to consider the application of the petitioner dated 20.04.2023 well in advance and grant permission for conducting 'Vadamadu Manjuvirattu' event on 14.05.2023. The authorities are at liberty to impose the usual conditions which are imposed while granting such permission and the entire duration of the program shall not be for more than two hours.
