O R D E R
This writ petition has been filed by the petitioner to direct the respondents to grant permission and necessary protection to conduct Aadal Padal Programme scheduled to be held on 02.05.2025 at 8.00 p.m for the 'Arulmighu Shri Kaliyamman Temple Festival' situated at Thappathi Village, Muthulapuram post, Thoothukudi district based on the petitioner's representation dated 15.03.2025 and 15.04.2025.
2. According to the petitioner, he is one of the villager and head of the Festival Committee for the 'Arulmighu Shri Kaliyamman Temple Festival' situated at Thappathi Village. While so, the villages have decided to conduct Festival on 02.05.2025 and they have also decided to conduct the cultural programme of 'Aadal Padal' on 02.05.2025 at 8.00 pm. To that effect, they have also approached the 3rd respondent for grant of permission through representations dated 15.03.2025 and 15.04.2025, but no action was taken. Therefore, he has filed this petition. Page No. 2 of 5

The learned Government Advocate (Criminal Side) appearing for the respondents no.1 to 3 would submit that they have received the representation from the petitioner dated 15.04.2025 and the same is under consideration. Therefore, they will take appropriate decision in accordance with law within one week.
4. The petitioner sent a representation to the 3rd respondent for conduct of cultural programme 'Aadal Padal' on 02.05.2025 on account of the temple festival. The respondents have also admitted the receipt of the representation dated 15.04.2025, but no action was taken. As per the judgment of the Hon'ble Division Bench of this Court, permission for conduct of cultural programme 'Aadal Padal' is concerned, after receipt of representation from the petitioner, the respondents ought to have passed an order within 7 days, otherwise on the 8th day, it is deemed to be permitted. In this case also, the petitioner sent the representation dated 15.04.2025, but so far no order has been passed. Therefore, it is deemed to be permitted. In view of the same, no permission is required from the respondents, therefore recording the same, this Court directs the 3rd respondent to provide police protection for the temple festival as well as the cultural programme 'Aadal Padal' in accordance with law. petitioner is also directed not to praise any particular community during the event and also ensure that there is no any law and order issue and obscene acts.
5. With the above said observation and direction, this writ petition is disposed of.
