ORDER

Heard the learned counsel for the writ petitioner and the learned special Government Pleader for the respondents 1 to 4. 2.A village panchayat is the writ petitioner. The grievance of the writ petitioner is that a property originally classified as Anadeenam is now standing in the name of the private respondents herein. It is stated that said site was used for dumping garbage. In this regard, the petitioner filed an appeal before the Revenue Divisional Officer, Pudukkottai. The Revenue Divisional Officer has also issued enquiry notice. The third respondent is directed to conclude the proceedings on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The private respondent will have to be necessarily heard before passing final order. I make it clear that I have not gone into the merits and the matter. All the contentions of the respective parties are left open.
