Respondents PRAYER :- Writ Petition is filed under Article 226 of the Constitution of India, for issuance of a Writ of Mandamus, directing the first respondent to grant permission for conducting Manjuvirrattu scheduled to be held on 30.05.2024 in Kanchipatti village, Kalaiyarkovil Taluk, Sivagangai District and direct the sixth respondent to provide adequate police protection for the event.

(Order of the Court was made by R.N.MANJULA, J) Heard Mr.D.Shanmugaraja Sethupathi, learned counsel for the petitioner, Mr.D.Gandhiraj, learned Special Government Pleader for R1 to R5 and Mr.RMS.Sethuraman, learned Additional Public Prosecutor, for the respondent No.6.

2.This writ petition has been filed for a direction to the first respondent to grant permission for conducting Manjuvirrattu scheduled to be held on 30.05.2024 in Kanchipatti village, Kalaiyarkovil Taluk, Sivagangai District and direct the sixth respondent to provide adequate police protection for the event.
3. By consent of both parties, this Writ Petition is taken up for final disposal at the stage of admission itself.
4. The petitioner herein had given a representation to the respondents on 15.05.2024 to provide police protection to conduct Jallikattu Program in the petitioner's village. Since the said representation was not considered by the respondents so far, the present writ petition has been filed.
5. Earlier, on the same set of facts, when the petitioner herein has approached this Court by filing WP(MD) No.11942/2023 to conduct Manju Virattu last year, an order has been passed by this Court directing the respondents therein to grant permission subject to other conditions. 3/7
For a better appreciation, the relevant portion is extracted hereunder: "7.For the reasons stated above, we are of the view that the impugned order, dated 10.05.2023, passed by the first respondent is liable to be set aside and the same is set aside. Therefore, we direct the District Collector, Sivagangai to pass orders granting permission to the petitioner to hold 'Manjuvirattu' subject to the other conditions till the issuance of G.O by the Government. Such an exercise shall be completed within a period of ten days from the date of receipt of a copy of this order."

Pursuant to the direction issued by this Court, on 17.05.2023, in the aforesaid writ petition, permission was granted by the District Collector, Sivagangai on 29.05.2023 granting permission to hold Manju Virattu subject to certain conditions. However, when similar representation was made by the petitioner for conducting Manju Virattu for this year, no order has been passed so far.
7. The learned counsel for the petitioner submitted that the petitioner's village has not yet been included in the notified villages, which are eligible to conduct Manju Virattu.

8. The learned Special Government Pleader for the respondents submitted that representation of the petitioner would be considered and appropriate orders would be passed.

Taking into consideration of the order passed by this Court on 17.05.2023, wherein a direction has been issued to the first respondent to conduct enquiry to include the petitioner's village in the list and the circumstances now arisen, the first respondent is directed to pass appropriate orders for holding Manju Virattu on 30.05.2024 in the petitioner's village subject to the regular conditions or with any other conditions suiting to the situation.
10. Accordingly, this writ petition is disposed of with the above direction. No costs. Consequently connected Miscellaneous Petition is closed.
