Heard the learned counsel on either side. By consent of both parties, this writ petition is taken up for final disposal at the admission stage itself.

Taking into account the facts and circumstances of the case, the third respondent is directed to pass orders on the petition mentioned representation on merits and in accordance with law within a period of six weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is open to the third respondent to pass order one way or other.
