3. The petitioner, who was initially appointed as Grade-II Police Constable on 02.08.2008, was subsequently promoted as Naick on 19.06.2010 and thereafter promoted as temporary Havildar on 27.07.2013. The said promotion as Havildar was confirmed on 18.03.2019. While the petitioner was working as Havildar, she was subjected to disciplinary proceeding vide P.R.No.26 of 2014 and P.R. No.80 of 2014. The said disciplinary proceedings finally ended in imposing the punishment of stoppage of increment for one year without cumulative effect and black mark. Because of the said punishment suffered by the petitioner, her name was not included in ''C'' list for promotion to the post of the Sub Inspector, though the names of her juniors were included in the 'C' list that was prepared on 18.03.2013.
Hence, the petitioner claims to have submitted a representation dated 25.02.2026 for inclusion of her name in 'C' list prepared by the respondents for promotion to the post of Sub-Inspector of the year 2013 taking into consideration the fact that the petitioner has only suffered minor punishments. Complaining against non-consideration of the said representation dated 25.02.2026, the petitioner approached this Court by filing the present writ petition.
