O R D E R
This Writ Petition has been filed by an individual claiming himself as a General Secretary of the retired Government Drivers Welfare Association for seeking revision of pension and disbursement of arrears of pension of the members of the Association, based upon the representation dated 20.03.2019.
2. A perusal of the grounds shows that the relief claimed in the Writ Petition is an omnibus prayer. The Government has revised the pay scale of the drivers and it has also given a fitment table revising the pay scale. The question raised with regard to the fitment table, shall be carried out by the concerned disbursing authority at the time of revision. Whereas, in this writ petition, neither the disbursing authority nor the person, who is a competent to revise the pension, is added as a party. Similarly, the petitioner has also come forward with a prayer to amend the cause title of the writ petition as follows:
"For the reasons stated that in the accompanying affidavit, it is therefore prayed that this Hon'ble Court 2/5
pleased to amend the Cause title for the petitioner as Retired Government Driver Welfare Association, Represented by its General Secretary, Mr.R.Natarajan, No. 21, Mela Theru, Maharaja Nagar Post, V.M.Chathiram, Tirunelveli - 627 011, instead of R.Natarajan, S/o. K.S.Ramasamy, No.21, Mela Theru, Maharaja Nagar Post, V.M.Chathiram, Tirunelveli - 627 011 in the place of the writ petitioner in the above writ petition and thus render justice."

Amending this Writ Petition's cause title would not confer any right on the Association to file this nature of writ petition, since the question involved in the Writ Petition is with regard to the application of the Government Order/Pay Revision issued by the Government. Accordingly, Writ Miscellaneous Petition stands closed.
4. The issue raised in the Writ Petition is, application of Government Order, to be made based on the service period of each persons/each employee and granting an omnibus relief could not be issued, since it is the duty of the every administration authority to revise the pay scale in accordance with the Rules framed by the Government.

5. Recording the the same, this Writ Petition stands dismissed. There shall be no order as to costs.
