[Order of the Court was made by R.SUBRAMANIAN, J.] Mr.P.Thilakkumar, learned Government Pleader, takes notice for the respondents.
2. With the consent of both sides, this writ petition is taken up for final hearing at the admission stage itself.
3. The prayer in this writ petition reads as follows: "For the reasons stated in the accompanying affidavit, It is therefore prayed that this Hon'ble Court may be pleased to issue a WRIT OF MANDAMUS, order or direction in the nature of writ, directing the respondents herein to grant permission to conduct Bullock and Horse Cart Race to be held on 07.05.2023 at Thirupooranikadu bus stop,Peravurani, Thanjavur District between 6.00 A.M. and 10.00 A.M. on the basis of the petitioner's
representation dated 15.04.2023."
4. A Division Bench of this Court in V.Sounthar v. The District Collector, in W.P.No.21366 of 2022 dated 12.08.2022, had granted permission to conduct such race. In view of the said order as well as the order of the Division Bench in Dhanaventhan v. The Superintendent of Police, in W.P.(MD) No.2095 of 2023, the District Collector, Thanjavur, is directed to consider the application of the petitioner dated 15.04.2023, well in advance and grant permission for conducting 'Bullock and Horse Cart Race' on 07.05.2023 at Thirupooranikadu bus stop, Peravurani, Thanjavur District, between 6.00 a.m. and 09.00 a.m., subject to the other usual conditions.
