PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of mandamus directing the respondents to take process for making regular appointment of Lecturers and other teaching posts, including Principals in Government Arts Colleges in Tamil Nadu by regular selection through the third respondent or other legally constituted selection body within a reasonable time fixed by this Court.

[Order of the Court was made by S.M.SUBRAMANIAM, J.] The writ on hand has been instituted seeking a direction to the respondents to take process for making regular appointment of Lecturers and other teaching posts, including Principals in Government Arts Colleges in Tamil Nadu by regular selection through the third respondent or other legally constituted selection body, within a reasonable time fixed by this Court.
2. Public interest litigation is not maintainable in respect of service matters. Filling up of vacant posts is the prerogative of the authorities concerned and therefore, the relief as such sought for in this writ petition to direct the Government to fill-up the vacant posts of Lecturer is not maintainable. However, the Government must ensure that appointments are made in the interest of the students studying in the Government Arts Colleges.
3. With the above observation, this writ petition is dismissed. No costs.
