O R D E R

This Writ Petition has been filed seeking to quash the impugned order in Na.Ka.No. 10/ br/K/M-fP/fh/ep-,uhk-2025 dated 18.04.2025 passed by the second respondent and consequently direct the second respondent to grant permission and adequate police protection for conducting Kabadi Tournament from 26.04.2025 to 27.04.2025 at Vengalakurichi Village, Vilangulathur post, Mudhukulathur Taluk, Ramanathapuram District.

2.The learned Counsel for the petitioner would submit that the petitioner is the resent of Vengalakuruchi Village and he is one among the Kabadi Player. Tthe villagers decided to conduct Kabadi tournament from 26.04.2025 to 27.04.2025. Therefore, they approached the second respondent through the representation dated 18.04.2025, but the same 2/6

has been rejected on the same day on the ground of law and order issue. The second respondent, without considering that the Kabadi is the one of the sports event, only based on the law and order issue, denied permission. Therefore, the impugned order is liable to be quashed. 3.The learned Government Advocate (Crl.Side) appearing for the respondent police would submit that the petitioner's representation was considered and rejected on the ground of law and order issue. The respondent police passed reasoned order, therefore, this petition is liable to be dismissed.

4.Heard both sides and perused the records.

5.The petitioner challenged the order passed by the second respondent by denying the permission for conducting Kabadi Tournament. The petitioner sent the representation to the second respondent for conducting Kabadi Tournament from 26.04.2025 to 27.04.2025 at Vengalakurichi Village, Vilangulathur post, Mudhukulathur Taluk, Ramanathapuram District, but the second respondent rejected the representation on the ground of law and order 3/6

issue. The second respondent cannot reject the permission only on the ground of law and order issue, since the Kabadi is one of the sports events.

6.At this juncture, the learned Counsel for the petitioner represented that the petitioner undertakes to conduct the tournament without any law and order issue.

7.In view of the above said undertaking, this Court is inclined to set aside the impugned order passed by the second respondent. Therefore, the impugned order is set aside and the second respondent is directed to grant permission for conducting kabadi tournament by imposing certain conditions in respect of using loud speakers also. The petitioner is also directed to ensure that the tournament has to be conducted without any law and order issue.

8.With the above observations and direction, this Writ Petition is allowed. Consequently, the connected miscellaneous petition is closed. 24.04.2025 4/6
