ORDER

Seeking to direct the 3rd and 4th respondents to grant permission and adequate police protection for conducting Innisai Katcheri scheduled on 30.04.2026 at about 7.00 pm in front of the Kombu Madasamy Thirukovil and Cart race (Mattuvandi Pandhayam) scheduled on 02.05.2026 at 06.00 a.m to 12.00 p.m starting from Perumalkovil, Nadakurakuritchi to outpost Taluk, Police Station, Palayamkottai Taluk return back to Perumalkovil Nadakurakuritchi in the event of Arul Migu Kombu Madasamy Thirukovil festival on the basis of the petitioner's representation dated 30.03.2026, this petition is filed.

2. The learned Government Advocate(Criminal) submitted that the permission for Innisai Katcheri could be granted subject to the routine restrictions. However, permission to conduct a bullock cart race could not be granted, unless a no objection for conducting the said event has been obtained from the revenue authorities.

3. Heard the learned counsel on either side and carefully perused the materials available on record.

Since the learned counsel for the petitioner submitted that already the petitioner had given an application to the 3rd respondent, the 3rd respondent is directed to forthwith dispose of the same by issuing no objection to the petitioner for conducting the bullock cart race on production of the necessary documents in terms of the circular memorandum of the Director General of Police, Tamil Nadu, Chennai in Rc.No.6898194/ Crime 4(3)/2024 dated 07.03.2024. It is also made clear that each and every department, including Animal Welfare Board, Highway Authorities, Local Body, Revenue Department and Health Department should dispose of the petitioner's application on the same day of receipt of the application.

5. Accordingly, this Writ Petition stands disposed of. No costs. 16.04.2026 NCC : Yes / No Index : Yes / No Internet : Yes/ No gbg Note : Issue order copy on 17.04.2026.
