PRAYER:- Writ Petition filed under Article 226 of Constitution of India, praying for issuance of a Writ of Declaration, to declare Rule 3, 4 of Tamil Nadu Village Panchayat Secretaries (Condition of Service) Rules, 2013 in so far as the Constitution of appointment committee is concerned as illegal and consequently direct the respondents 1 to 5 to issue public notification notifying the vacancies and communal roster for recruitment to the post of Panchayat Secretary and proceed with the recruitment process of Panchayat Secretary in fair and transparent manner within the time frame stipulated by this Hon'ble Court.

was published and hence, nothing survives for adjudication in this Writ Petition.
