Respondents (Second respondent is suo motu impleaded by order, dated 28.04.2025, in Writ Petition) PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, praying for issuance of a writ of mandamus, directing the respondent herein to renew petitioner's application for renewal of registered engineer Grade I, dated 24.09.2024, in the light of his representation, dated 14.04.2024.

ORDER

The petitioner is possessed of Registered Engineer Grade I Certificate from 25.09.2019. It was valid till 24.09.2024. The petitioner wanted the same to be extended. To that effect, he gave a representation to the first respondent on 14.04.2025 . As the same was not considered, he has come forward with the present Writ Petition.

When the matter came up for admission, Mr.G.Suryananth, representing the first respondent, pointed out that as the petitioner has acquired Bachelor of Engineering Degree through distance education, a doubt has arisen in the mind of the first respondent as to whether the licence issued can be renewed or not. For the said purpose, he has written to the second respondent on 21.03.2025. As no response has come from the second respondent, the first respondent pleads, he is not in a position to take a call. Mr.Suryananth states that a direction may be issued to the second respondent to communicate his opinion on the query raised by the petitioner and the second respondent, if so directed, will take a call within a period of four weeks from the date of receipt of copy of this order.

Accordingly, the second respondent is directed to take a call on the letter issued by the first respondent in Na.Ka.No.4273/2024/Thimaa3, dated 21.03.2025, within a period of four weeks from today. The first respondent shall renew the licence in case a positive report is issued by the second respondent within a period of four weeks thereafter. In case the second respondent decides to pass an adverse order, he shall hear the petitioner, before doing so.

4. Writ Petition is disposed of accordingly. No costs. 28.04.2025 (2/2) NCC :
