O R D E R

This Writ Petition has been filed seeking to quash the impugned rejection order in Na.Ka.No. 11/F2PS/ 2025 dated 19.04.2025 passed by the 3rd respondent and consequently direct the respondents to grant necessary permission and give adequate police protection to conduct cultural program along with Aadal Paadal which will be held on 03.05.2025 at about 7.00PM to 11.00PM at Punitha Rayappar Chinnappar Temple situated at Mylapore, Amayapuram Village Manapparai Taluk, Trichy District.

2.According to the petitioner, he is the one of the committee 2/7

members of the said temple. The village people and the festival committee members have decided to conduct the temple festival along with Adal Padal programme on 03.05.2025 at about 7.00PM to 11.00PM at Punitha Rayappar Chinnappar Temple, Mylapore, Amayapuram Village Manapparai Taluk, Trichy District. Therefore, the petitioner sent the representation dated 19.04.2025, but the same was rejected. Hence this petition.

3.The learned Government Advocate (Crl.Side) appearing for the respondent police would submit that the petitioner's representation was rejected on the ground of law and order issue. Therefore, he strongly objected to grant permission for the said temple festival and prayed to dismiss this petition.

4.This Court heard both sides and perused the records. 5.According to the petitioner, he is the one of the committee members of the said temple. The village people and the festival committee members have decided to conduct the temple festival along with Adal Padal programme on 03.05.2025. Therefore, he sent the 3/7

representation dated 19.04.2025, but the same was rejected. According to the respondent police there is a chance for law and order issue, if the petitioner is permitted to conduct the Adal Padal Programme. Since the Adal Padal programme is one of the cultural programme, the respondent police cannot deny to grant permission, on the sole ground of law and order issue and the respondent ought to have granted permission by imposing appropriate conditions, however, simply rejected. 6.In view of the above, this Court is of the opinion that the respondent police cannot deny permission solely on the ground of law and order issue. Therefore, the third respondent police is directed to grant permission for conducting Adal Padal programme on 03.05.2025 by imposing appropriate conditions, without any delay. 7.With the above observations and direction, this Writ Petition is disposed of.
