The relief sought for in the present writ petition is to direct the respondents to appoint the petitioner in the post of Panchayat Secretary in Keelakulam Panchayat, Ramanathapuram District, by following the provisions contemplated in Clause 3 (1) of The Tamil Nadu Village Panchayat Secretaries (conditions of service) Rules 2013, within the time limit that may be stipulated by this Court.

2. The petitioner states that he is fully qualified for appointment to the post of Panchayat Secretary and he has also registered his name in the District Employment Office, Ramanathapuram. While so, the respondents, without considering the name of the petitioner, proceeded with the process of appointment.

3. The learned Special Government Pleader made a submission that the petitioner has failed to produce the nativity certificate and therefore, his case was not considered for appointment to the post of Panchayat Secretary. During pendency of the writ petition, another eligible person was appointed as Panchayat Secretary on 14.11.2019. Therefore, the relief sought for in the present writ petition lost its relevance.

4. Accordingly, the Writ Petition stands dismissed. However, there shall be no order as to costs.
