PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certiorarified Mandamus, to call for the records on the file of the fourth respondent in connection with the impugned proceedings in No:R2/TNAU Staff/ATS Part I & II/2014, dated 05.08.2014 and in No:R2/ATS Part I & II/2016, dated 05.04.2016 and subsequent impugned Report filed by the fifth respondent vide his Proceedings No.Nil, dated 05.02.2019 in regard to prescribing Account Tests (ATS Part I & II) for promotion to the post of Associate Professor in Tamil discipline and quash all as illegal, arbitrary and ultravires and consequently direct the respondents 4 and 5 to promote the petitioner to the post of Associate Professor based on the eligibility criteria contemplated in the UGC Regulations and Tamil Nadu Agricultural University Act as well as G.O(Ms)No.39, Agriculture (AU) Department, dated 01.03.2010 within the time limit that may be stipulated by this Court.
