Prayer : Writ Petition filed under Article 226 of the Constitution of India, for issuance of a Writ of Mandamus directing the fourth respondent to forthwith issue no objection certificate to enable the third respondent to process the petitioner's application for disbursal of pension, gratuity, earned leave salary and other pensionary benefits along with applicable interest, by considering the representation dated 23.02.2026. O R D E R
This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the fourth respondent to forthwith issue a No Objection Certificate to enable the third respondent to process the petitioner's application for disbursal of pension, gratuity, earned leave salary and other pensionary benefits, together with applicable interest, by considering the petitioner's representation dated 23.02.2026.
2. When the matter earlier came up for consideration before this Court on 20.04.2026, this Court passed the following order: Page No. 2 of 6
"2. Mr.N.Satheesh Kumar, learned Additional Government Pleader takes notice for respondents 1 and
3. Mr.P.Gunashekaran, learned counsel takes notice for the second respondent. Mr.R.Murali, learned counsel takes notice for the respondents 4 and 5.
3. The learned counsel appearing for the respondents 4 and 5 submits that the proposals for pension have already been submitted to the second respondent and they are pending for consideration before the second respondent.
4. The learned counsel appearing for the second respondent is directed to ascertain the status of the said proposals by next date of hearing."

Today, when the matter is taken up for consideration again, it is brought to the notice of this Court by Mr.R.Murali, learned counsel appearing for the fourth and fifth respondents, that they have already submitted the pension proposals pertaining to the petitioner to the second respondent and accordingly, the second respondent passed the Pension Payment Authorization Order dated 20.08.2025. Page No. 3 of 6
4. However, in view of certain queries raised by the second respondent, the pensionary benefits have not been released to the petitioner as on date for want of issuance of a No Objection Certificate by the fourth and fifth respondents. At this stage, the fourth and fifth respondents entertained certain doubts and sought clarification from the second respondent. Because of the same, the terminal benefits payable to the petitioner could not be released.
5. Mr.P.Gunasekaran, learned Standing Counsel appearing for the second respondent, on instructions, submits that the second respondent would pass necessary orders within a period of four weeks from today and authorise the release of the terminal benefits payable to the petitioner.
6. Mr.R.Murali, learned counsel appearing for the fourth and fifth respondents, submits that once the second respondent authorises the release of the terminal benefits payable to the petitioner, the fourth and fifth respondents would issue the No Objection Certificate within a period of one week thereafter, thereby enabling release of the amounts in favour of the petitioner.

7. The respective submissions and undertakings made by the learned counsel are taken on record. Accordingly, this Writ Petition stands disposed of. No costs.
