Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus, to call for the records pertaining to the impugned Identity Card of the petitioner issued by the third respondent in No.Nil, dated Nil and quash the same insofar as mentioning of 29.11.2019 as the dated of registration of entry as Destitute Widow and direct the third respondent to correct the same as 13.05.2013. Heard the learned counsel on either side.
2. The writ petitioner registered herself with the third respondent on 10.12.2004. She got married in the year 2006. Her husband passed away on 06.07.2009. The petitioner is now a destitute widow with a child. The petitioner applied to the Revenue Divisional Officer, Thanjavur and certificate was issued on 25.02.2013 certifying the petitioner as destitute widow. The petitioner wants the said endorsement to be made by the third respondent. Instead of bringing the petitioner under the said category with effect from 30.05.2013, the system entry indicates that the petitioner's seniority will be reckoned from 29.11.2019. In order to set right this error, the writ petition has been filed.

The stand taken by the respondents is that the certificate was issued by the the Revenue Divisional Officer, Thanjavur whereas the registration was done at Madurai and verification process had taken time. I do not fault the third respondent for having undertaken the process of verification. But at the end of the exercise, the petitioner's seniority must be reckoned with effect from 30.05.2013.
4. The impugned entry is set aside and the writ petition is allowed. The third respondent shall carry out correction and the petitioner's seniority under the priority category shall be with effect from 30.05.2013. This writ petition is allowed. Consequently, connected miscellaneous petition is closed.
