issued by the 2nd respondent and the consequent order Rc.No.2855/R5/2015 dated 19.03.2019 passed by 1st respondent and quash the same and consequently direct the 1st respondent to include the name of the petitioner in the "Provisional Selection list for B.C-Tamil Medium reservation in Economics for the year 2011-12" published on 03.02.2014 and appoint the petitioner as Post Graduate Assistant (Economics) in any Government Higher Secondary School and grant all the service and monetary benefits with retrospective effect within a time limit to be stipulated by this Court.

ORDER
This Writ Petition has been filed by the petitioner challenging the rejection of his request to appoint him in the post of P.G. Assistant (Economics) for the year 2011-12 in the category of Backward Class - Tamil Medium.
2. According to the petitioner, he studied all his academic qualifications only in Tamil medium, hence, he is qualified to be considered in the quota claimed by him. He has also participated in the exam and obtained qualifying marks for the appointment. However, the Teachers Recruitment Board has
rejected his claim on the ground that he has not studied his graduation in Tamil Medium. Aggrieved over the same, the present Writ Petition has been filed.
3. The learned counsel for the petitioner submits that the petitioner has studied from I Standard to XII Standard and then B.Ed., and M.A. (Economics) only through Tamil medium. Hence, rejection of his claim for appointment in the Tamil medium quota is illegal and prays to set aside the same.

Per contra, the learned Government Advocate appearing for the first respondent would submit that at the time of receiving applications, they have not collected any certificates from the petitioner to show that he has studied in Tamil medium. As per the Rules, a person, who has pursued his graduation, that too the qualifying degree only through Tamil medium, is eligible to be selected for the Tamil medium quota, whereas, in this case, the petitioner has completed his graduation, both Bachelor's as well as Master's degree through English medium. He further submitted that they also addressed the University to submit the certificate of the medium of study of the petitioner and that the University had replied that the petitioner had not studied his Bachelor's as well as Master's degree in Tamil medium. Hence, the Teachers Recruitment Board has rightly rejected the same.

The learned Standing Counsel for the respondent University has also reported that they are not imparting B.Ed., and M.A. (Economics) courses to the students in Tamil medium and they are imparting the said courses only through English medium. Based on the records, they have replied to the Teachers Recruitment Board that the medium of instruction is only English.
6. I have carefully considered the submissions made on both sides and perused the materials available on record.
7. It is the specific case of the University that they are not imparting education for B.Ed., as well as M.A. (Economics) courses in Tamil medium during the relevant point of time. At the time of admission, though the students are eligible to fill up the medium of instruction, the courses are offered only through the available medium of instruction. Accordingly, the said courses have been imparted to the petitioner only through English medium.
8. As per the scheme of reservation, the petitioner, having studied upto XII Standard in Tamil Medium, is required to have completed his Under Graduation and Post Graduation, i.e., the qualification degree, through Tamil medium as well. However, in this case, the petitioner has not completed his
graduation, more particularly, the qualification of B.Ed., and M.A. (Economics), through Tamil medium. Accordingly, the decision of the Teachers Recruitment Board rejecting his candidature is proper and this Court is not inclined to interfere with the same.
9. Accordingly, the Writ Petition stands dismissed. There shall be no order as to costs.
