This Writ Petition has been filed for a Mandamus seeking for a direction to the respondents to pass final orders on the petitioner's representation dated 27.03.2019 requesting the respondents to regularize the petitioner as Grade III Librarian with effect from the date of completion of ten years of service as a full time Village Librarian.

2. The petitioner relies upon the order of the Division Bench of this Court dated 23.11.2018 passed in W.A.(MD).Nos.127 to 132 of 2018 in support of his representation. Till date, counter has not been filed by the respondents. Therefore, no prejudice would be caused to the respondents, if the petitioner's representation as stated supra is considered on merits and in accordance with law within a time frame to be fixed by this Court. 2/5

For the foregoing reasons, this Court directs the second respondent to pass final orders on merits and in accordance with law on the petitioner's representation dated 27.03.2019 seeking to regularize his service as Grade III Librarian with effect from service as a full time Village Librarian after giving due consideration to the Division Bench order of this Court dated 23.11.2018 passed in W.A.(MD).Nos.127 to 132 of 208 within a period of twelve weeks from the date of receipt of a copy of this order. The petitioner is directed to send a copy of the order of the Division Bench referred to supra along with the order passed by the respondents in Na.Ka.No.3970/Ei/2019, dated 29.03.2019 for second respondent's consideration.
