Heard the learned counsel on either side.

2.The fourth respondent is directed to consider the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is for the fourth respondent to pass order one way or the other. The fourth respondent shall put the interested persons on notice before passing the final order.

3. The writ petition is disposed of accordingly. There shall be no order as to costs.
