The respondent will issue appropriate notice to the petitioner and after adhering to due process, pass appropriate orders on merits and in accordance with law.

3.This Writ Petition is disposed of accordingly. We make it clear that we have not gone into the merits of the matter. All the defences and contentions of the petitioner are left open. No costs. Consequently, connected Miscellaneous Petition is closed.
