The prayer in the writ petition is for issuance of a Writ of Mandamus, to direct the respondents to grant permission to the petitioner for conducting Vadamadu Manjuvirattu event on 28.05.2023 as part of the festival in Arulmigu Kannathal Temple, Nattarasankottai Village, Sivagangai District based on the petitioner's representation, dated 09.05.2023.

3.Learned counsel appearing for the petitioner submitted that the entire people of the Villagers have unanimously decided to conduct 'Vadamadu Manjuvirattu' event on 28.05.2023 as part of the festival in Arulmigu Kannathal Temple, Nattarasankottai Village, Sivagangai District. Hence, the petitioner submitted a representation to the respondents, dated 09.05.2023 seeking permission to conduct Vadamadu Manjuvirattu event on 28.05.2023.
4.Learned counsel appearing for the petitioner further submitted that the petitioner has filed an affidavit of undertaking for conducting 'Vadamadu Manjuvirattu' by following the terms and conditions and that apart, the petitioner has also taken a life insurance policy.
5.Learned counsel appearing for the petitioner would submit that it would suffice if the representation of the petitioner for conducting the Vadamadu Manjuvirattu is considered positively. Page No.3/6
6. Heard both sides.
7.Considering the fact that the event of Vadamadu Manjuvirattu is conducted from time immemorial and the fact that the Revenue Inspector in his report has also clearly recommended to the District Collector that 'Vadamadu Manjuvirattu' in Nattarasankottai Village also can be held as part of the Village festival, we are of the view that the petitioner's village shall be granted with permission to conduct the Vadamadu Manjuvirattu event, till the issuance of G.O in this regard. Therefore, we direct the first respondent/District Collector, Sivagangai District, to pass orders on the representation of the petitioner permitting the petitioner to conduct Vadamadu Manjuvirattu event subject to the other conditions, till the Government Order in this regard is issued by the Government. Such an exercise shall be completed within a period of one week from the date of receipt of a copy of this order. Page No.4/6
8. With the above directions, the Writ Petition is disposed of. No costs.
