ORDER
This Writ Petition has been filed for issuance of a Writ of Mandamus, directing the respondents to re-issue a Bonded Labour Release Certificate, based on the petitioner's representations, dated 20.02.2017 and 13.06.2017, within a stipulated time that may be fixed by this Court.
2.Mr.M.Alagathevan, learned Special Government Pleader takes notice for the respondents. By consent, the Writ Petition is taken up for final disposal.
3.The case of the petitioner is that he was working as a Bonded Labour at Bhatapara District, Raipur, State of Chattisgarh. At the intervention of a Non-Governmental Organisation, viz., https://hcservices.ecourts.gov.in/hcservices/
Societies for Community Organization Trust, the petitioner was released from the bonded labour on 26.06.2001. Subsequently, the second respondent issued a Certificate to that effect on the same day.
4.The petitioner would state that he misplaced his Certificate and hence, he approached the respondents to issue a fresh Certificate. The representation of the petitioner was forwarded by the first respondent to the third respondent. Following the same, the third respondent on 27.02.2017, sent a communication to the second respondent mentioning that the petitioner was already issued the Certificate. Despite the same, no action was taken. Hence, the present Writ Petition.
5.Heard the learned counsel appearing for the petitioner and the learned Special Government Pleader appearing for the respondents.
6.Considering the limited scope of the prayer sought for in the Writ Petition, without going into the merits of the case, this Court directs the second respondent to consider the representation of the petitioner, dated 13.06.2017, after providing an opportunity to all the necessary parties and pass appropriate orders on merits and in accordance with law, as expeditiously as possible, preferably within a period of four weeks from the date of receipt of a copy of this order.
