Heard the learned counsel for the petitioner and the learned Government Advocate for the respondents 1 and 2.
2.The first respondent is directed to dispose of the petition mentioned appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The first respondent shall put the interested persons, if any, including the private respondents herein before passing final order.
