Heard learned counsel for the petitioner and learned Standing Counsel for the respondents 1, 2 and 4 and learned Additional Government Pleader for the third respondent.

2. At the time of admission of this Writ Petition, the learned counsel for the petitioner made his submissions on touching on merits. Hence, this Court is inclined to dispose of this Writ Petition by directing the fourth respondent to 2/4

consider the petitioner's representation dated 13.02.2024 and dispose of the same on merits.

3. Needless to state, before passing such orders, notice shall be issued to the private respondents/respondents 5 and 6 herein, who are likely to be impacted by the decision that will be taken as adverse against them. This exercise shall be completed within a period of four weeks from the date of receipt of a copy of this order.
