Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, to call for the records in pursuant to the impugned order passed by the 1st respondent vide proceedings in Na.Ka.No.12/ Forecast/Ka.Thu.Ka / Mana/2017 dated 27.06.2017 and quash the same and consequently direct the respondents to grant permission to conduct the "Aadal Padal Programme" on 12.07.2017 at Achankulam Village, Thiruppuvanam Taluk, Sivagangai District.

O R D E R

************ (Order of the Court was made by G.R.SWAMINATHAN, J) The petitioner herein has filed the instant writ petition questioning the order dated 27.06.2017 passed by the first respondent rejecting his application for conducting Aadal Paadal programme on 12.07.2017.

2.Heard the learned counsel for the writ petitioner as well as the learned Special Government Pleader for the respondents. https://hcservices.ecourts.gov.in/hcservices/ 3.The reason set out in the impugned order is that there is a likelihood of causing of law and order problem. We find the

reason assigned in the impugned order and there is bereft of specific details and therefore, we are inclined to allow this writ petition quashing the order of rejection.

4.The learned Special Government Pleader appearing for the respondents would also not state any specific reasons for sustaining the order of rejection. We therefore, allow this writ petition directing the second respondent to permit the petitioner to conduct Aadal Paadal Programme on 12.07.2017 subject to the following conditions:- ● The second respondent is directed to grant permission to the writ petitioner to conduct "Aadal Padal programme" at Achankulam Village, Thiruppuvanam Taluk, Sivagangai District, subject to the following conditions:

● The event shall be conducted in an organised and peaceful manner without causing any law and order problem. ● There shall not be any obscene or vulgar scenes during the dance performance by any one of the participants or others. ● The programme timings shall be between 06.00 p.m. and 10.00 p.m. on 12.07.2017.

● If there is any violation of the above said conditions, the second respondent or the duly authorised officer is entitled to take necessary action as per law and stop such performance.

5. The Writ Petition is disposed of, with the above directions. No costs.
