2. Heard the learned counsel for the petitioner and the learned counsel for the respondents 1 to 3 and the learned counsel for the 10th respondent.

3. Names of the respondents 5 to 9 have been printed in the cause list. However, there is no appearance on their behalf either in person or through counsel.

4. Insofar as the 4th respondent is concerned, notice sent to him was returned with an endorsment ''unclaimed''.

5. Considering the reasons stated in the affidavit filed in support of the petition, this petition is allowed and delay is condoned.

6. Registry is directed to number the appeal, if it is otherwise in order.
