O R D E R
The petitioner has come forward with this Writ Petition for issuance of a Mandamus seeking a direction to the respondents to grant permission and protection for Musical Program (Innisai Kacheri) perform in "Oor Thiruvizha" scheduled to be on 09.07.2017, at "Arulmigu Sri Manthai Bagavathiamman Thirukovil" at Pottapatti Village & Post, Kottampatti Via, Melur Taluk, Madurai District, by considering the petitioner's representation, dated 04.07.2017.

The learned counsel for the petitioner would submit that the villagers jointly decided to conduct Musical Program (Innisai Kacheri) on 09.07.2017 in connection with "Oor Thiruvizha" of "Arulmigu Sri Manthai Bagavathiamman Thirukovil" at Pottapatti Village & Post, Kottampatti Via, Melur Taluk, Madurai District. https://hcservices.ecourts.gov.in/hcservices/
He would further submit that in this connection, a representation was given to the second respondent on 04.07.2017, with a request to grant permission and protection to conduct the programme on the above said date. However, the respondent police has not yet considered the said representation and hence, the petitioner is before this Court with this Writ Petition.

The learned Additional Government Pleader appearing for the respondent on instructions submitted that he has not received any adverse remarks against the petitioner in conducting Musical Program (Innisai Kacheri) on 09.07.2017 and the petitioner may be permitted to conduct the above programme, subject to reasonable restrictions.
4. Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the respondent.

Considering the facts and circumstances of the case, this Court is inclined to pass the following directions:- i) The Inspector of Police, Kottampatti Police Station, Madurai District, is directed to grant permission and to provide police protection for conducting the musical programme, namely, "Innisai Kacheri" in connection with the festival of "Arulmigu Sri Manthai Bagavathiamman Thirukovil" at Pottapatti Village & Post, Kottampatti Via, Melur Taluk, Madurai District, scheduled to be held on 09.07.2017, between 6.30 p.m., and 11.00 p.m., subject to any reasonable restrictions which are necessary to protect the public peace and law and order and to prevent any untoward incidents.
ii) The petitioner is directed to complete the above programme before 11.00 p.m.
6. With the above direction, the Writ petition is disposed of. No costs.
