Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the authorities to follow the guidelines and proceedings under the Tamil Nadu Mines and Mineral (Concession) Rules for constructing a godown for keeping the river sand and selling the same in accordance with law based on the petitioner's representation dated Nil.
