[Order of the Court was made by K.K.SASIDHARAN, J.] We have heard the learned Senior Counsel appearing for the petitioner. After hearing the matter, the learned Senior Counsel appearing for the petitioner, on the basis of instruction given by the learned counsel on record, stated that the petitioner is withdrawing the Writ Petition.

2.The learned counsel on record has made an endorsement indicating that the petitioner is withdrawing the Writ Petition with liberty to approach the appropriate authority. https://hcservices.ecourts.gov.in/hcservices/

3.In view of the endorsement so made, the Writ Petition is dismissed as withdrawn with liberty. However, we make it clear that the expression "liberty" shall not be construed to be an expression of opinion on the merits of the matter. No costs.
