Respondents PRAYER:Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the second respondent, to conduct the temple festival of "Sree Karuppana Samy and Sree Rakkayee Amman" Temple at Keelarangiyam Village, Thiruppuvanam Taluk, Sivagangai District from 19.07.2017 to 22.07.2017 by inviting all the villagers to participate in the festival without there being any discrimination.

O R D E R
[Order of the Court was made by G.R.SWAMINATHAN, J.] This Writ Petition has been filed by the Poosari of "Sree Karuppana Samy and Sree Rakkayee Amman" Temple at Keelarangiyam Village, Thiruppuvanam Taluk, Sivagangai District, with regard to celebration of the Temple festival from 19.07.2017 to 22.07.2017. 2.In this regard, already two other Writ Petitions have been filed in W.P.(MD).Nos.12901 of 2017 and 12475 of 2017. The said Writ Petitions were instituted, because there was no consensus among the three villagers, namely, Keelarangiyam Colony, Chochananathiruppu Colony and Panayanenthal Colony. https://hcservices.ecourts.gov.in/hcservices/
3. It appears that the villagers of Panayanenthal Colony were ignored. Today, the representatives of three villages are present along with poosari. Thiru A.Manikandeswaran, Sub Inspector of Police, Palayanoor Police station, Sivagangai District, is also present. It is agreed that the festival would be amicably and peacefully celebrated from 19.07.2017 to 22.07.2017, by inviting all the three villagers. "Kappu" would be tied on the hands of the members of Panayanenthal Colony also. First respect would not be accorded to any particular group. All the three villagers would be equally represented during the festival.
4. The Sub Inspector of Police, Palayanoor Police Station, Sivagangai District, is specifically directed to ensure that what has been agreed upon before this Court should be adhered to scrupulously during the celebration of the festival and if there is any violation, it is always open to the police to take appropriate action in accordance with law. In case there is any violation, proceedings for contempt will be initiated against the erring persons.
5. The Writ Petition is disposed of, on the above terms. No costs.
